"Drawing the Net at Haweswater" was published in the 1880s in the New Gallery of British Art. 
It is a steel engraving "sculpted" by J. C. Armytage from the 1867 painting by Jacob Thompson. 

19th Century Steel Engravings
In the late 19th century, photographic methods of reproducing art had not been well developed. 
Consequently artists/craftsmen created engravings of the art so that it
might be reproduced or published in quantity for the public. 
These steel engravings are of that genre.
